In September of this year, photos and reports circulated showing a citizen being tortured by a preventive inspector in Namangan city. The investigation into the related criminal case has now been completed by the Namangan Regional Prosecutor’s Office, the General Prosecutor’s Office reported.

It is noted that the incident was monitored and reviewed by the Ombudsman of the Oliy Majlis (Parliament) for Human Rights.

The regional representative of the Ombudsman in Namangan visited the site, spoke with the citizen, and conducted an investigation. Based on the collected information, a control letter from the Ombudsman was submitted to the Namangan Regional Police Department and the Namangan City Prosecutor’s Office.

“The investigative actions in connection with this criminal case have been completed. The case has now been formally submitted to court with an indictment for substantive consideration,” the report states.

For reference, the incident occurred on August 14 of this year. A citizen of Namangan city, U.A., born in 1991, was brought to the local police department due to a family dispute. He was held for a preventive conversation and released to his home the same day. Two days later, on August 16, U.A. sought medical attention due to a deterioration in his health.

Subsequently, to hold those responsible for the injuries inflicted on U.A. legally accountable, the Namangan City Prosecutor’s Office initiated a criminal case under Article 104, Part 1 of the Criminal Code (Intentional infliction of severe bodily injury).
