Compliance Control Service to be established under Supreme Court

A Compliance Control Service will be established under the Supreme Court to prevent corruption among court administration employees. This was discussed during a presentation on improving the effectiveness of the compliance control system in courts, which President Shavkat Mirziyoyev reviewed on June 8.
It was noted that the honest and transparent work of nearly 4,800 court administration employees in Uzbekistan must remain under constant attention. In this regard, the presentation discussed proposals aimed at strengthening compliance control in courts.
To prevent corruption among court administration employees, it was proposed to establish a Compliance Control Service under the Supreme Court. The service will report directly to the chairperson of the Supreme Court and will include compliance inspectors operating in regional courts.
The Compliance Service will be responsible for identifying, assessing and preventing corruption risks, eliminating their causes and monitoring employees’ compliance with legal requirements and professional ethics.
During the presentation, a number of other measures to prevent corruption in the judicial system were also discussed. In particular, a list of high-risk positions in court administrations will be approved, while measures will be taken to digitize high-risk processes and reduce the human factor.
An automated electronic system will be launched for judges to submit and analyze declarations of conflicts of interest, income and property. A similar system will also be introduced for court administration employees.
Electronic information systems will also be launched to identify risks that may lead to corruption, suspicious schemes and disciplinary violations. In this regard, the importance of protecting employees who report corruption and creating secure communication channels for citizens was emphasized.
By the end of 2026, a diagnostic assessment of anti-corruption resilience will be conducted in the judicial system. The practice of assessing the personal, professional and anti-corruption resilience of judicial candidates will also be introduced during their training.
The program for the automatic distribution of court cases will be improved. Criteria for the distribution and redistribution of cases will be clearly defined, and the transparency of the process will be ensured.
The system for hiring court administration employees will also be fundamentally renewed. It will be organized on the basis of open competition, transparent procedures and the principles of meritocracy. A modern system for assessing candidates’ professional, moral, ethical and integrity qualities will be introduced.
Restrictions will be introduced for employees on activities that may lead to conflicts of interest, engaging in business activities and opening bank accounts abroad.
The presentation also considered a proposal to introduce specialized service uniforms for court administration employees. It was noted that this would help strengthen employees’ sense of responsibility, service discipline and ethical culture.
The head of state emphasized that strengthening transparency, integrity and justice in the judicial system is an important factor in increasing public trust in judicial protection. He also stressed the need to thoroughly develop the proposals and attract qualified personnel to the compliance service.
It should be noted that on December 26, 2025, President Shavkat Mirziyoyev announced in his address to the Oliy Majlis and the people of Uzbekistan that starting in 2026, all agencies would introduce the position of deputy responsible for compliance and internal anti-corruption control.
Earlier, in May this year, a senior assistant to a judge of the Surkhandarya regional court was detained with $53,000. In April, a judge of the Syrdarya regional economic court was detained while allegedly receiving a $3,600 bribe.
