Foreign film production costs in Uzbekistan to be reimbursed

From now on, a portion of the production costs for films shot in Uzbekistan by foreign film companies will be reimbursed by the government. This measure was outlined in the presidential decree signed today, November 20, by President Shavkat Mirziyoyev, titled “On the Organization of the Activities of the Tourism Committee of the Republic of Uzbekistan and Measures for the Accelerated Development of the Tourism Sector.”
According to the decree, the Tourism Committee will serve as the responsible state body for coordinating the reimbursement (rebate) of part of the expenses incurred by foreign film companies when producing films within the country.
The reimbursement rates under subparagraph “a” of the relevant provision are as follows:
- Up to 3 billion UZS – 10 percent;
- Between 3 billion and 5 billion UZS – 15 percent;
- Between 5 billion and 10 billion UZS – 20 percent;
- Over 10 billion UZS – 25 percent, provided that the total reimbursement per film does not exceed 4 billion UZS from the state budget.
Starting March 1, 2026, in negotiations with reputable foreign film companies, the Fund will establish a payment system from its resources for films that directly or indirectly showcase Uzbekistan’s tourist appeal, historical and cultural heritage, or other significant positive aspects. This applies to scenes produced within Uzbekistan, on company-owned sets, or created with computer graphics.
