What changes in Uzbekistan from October 1?

Starting from October 1 of this year, several new procedures in Uzbekistan will come into force. QALAMPIR.UZ traditionally provides you with a list of changes in national legislation.

Subsidies for employing former inmates

A one-time subsidy in the amount of three times the base calculation amount (990 thousand soums) will be allocated to employers who hire individuals released from penal institutions after they have worked for more than three months. Budget organizations, state enterprises, and legal entities with a state share of 50 percent or more in the charter (fund) capital are excluded.

New initiatives

The following initiatives will also be introduced:

1. Teaching vocational and entrepreneurial skills to individuals released from penal institutions in "Ishga marhamat" (Welcome to the job) monocenters and vocational training centers.

2. Establishing a system for employing individuals released from penal institutions in available (vacant) and reserve jobs in organizations.

Introduction of "Green Energy" certificates

The "Green Energy" certificate system, which confirms that electricity is produced based on renewable sources, will be introduced for electricity generated at solar, wind, and hydropower plants.

Enhancements in corporate relations

Business entities listed on the stock exchange will be required to provide additional information on cash flows and the cancellation of a portion of share issuance. Entities not included in the listing, except for banks, insurance organizations, and joint-stock companies with a state share of 50 percent or more in the charter capital, are exempt from disclosing these specified important facts.

Strengthening control over natural gas movement

Enterprises transporting natural gas from Uzbekistan through pipelines will be required to install chromatographs and electronic meters at gas reception and transmission points. Information on contracts for the sale of natural gas and liquid hydrocarbons will be entered into the information system of the Tax Committee, and electronic invoices for these contracts will be created based on the information in the Tax Committee's system.

Certification of construction specialists

A procedure for certifying specialists working in the areas of development and examination of project documents for buildings and structures of II - IV categories of seismic safety, execution of construction and assembly works, and implementation of control functions will be introduced.

Establishment of maternity and child care center

A Republican specialized scientific and practical medical center for the protection of mothers and children, as well as 14 regional branches of the center, will be established in Uzbekistan. The center will introduce specialized and high-tech diagnostic and treatment practices for screening pregnant women and newborns, along with providing obstetric-gynecological and medical-genetic consultation services.

Expansion of "Digital Tashkent" program

Information about municipal properties from the information systems of the Ministry of Justice, the State Asset Management Agency, the Cadaster Agency, the Tax Committee, and other state bodies will be uploaded to the "Digital Tashkent" complex program through mutual integration of these systems. Additionally, a simplified procedure for implementing public-private partnership projects with a project value of up to 1 million US dollars will be introduced in the city of Tashkent.

Financial sanctions for tax violations

For tax violations amounting to more than 10 million soums by entrepreneurs, if the business entity denies the violation, the practice of applying financial sanctions only through the court will be established.

Additional legal provisions

According to the law:

1. A register (list) of business entities granted exclusive rights will be introduced.

2. The Competition Committee will determine the conditions of the transaction, the area where the goods are sold, and the entities that have the opportunity to unilaterally influence (superior bargaining power) on price determination and prohibit the abuse of superior bargaining power by them.

3. If a legal entity or an individual who has entered into an anti-competitive agreement or committed a mutually coordinated action voluntarily informs the Competition Committee about it first, they shall be exempted from the responsibilities established by the legislation on competition.
