Requirement to attend driving schools for driver’s license to be abolished

Starting from January 1, 2026, the A1 category for operating mopeds and scooters will be introduced, according to Cabinet of Ministers Resolution No. 676 dated October 25, 2025.

Under the new regulation, attending driving schools will no longer be mandatory to obtain this category. Citizens will have the right to take the exam directly. Those wishing to obtain an A1 category license may prepare independently without completing a mandatory driver training program and directly take the theoretical and practical tests. The holders of national driver’s licenses that grant the right to operate vehicles of categories A, B, C, or D will be allowed to drive A1-category vehicles without obtaining an additional license.

To obtain a driver’s license allowing the operation of A1-category vehicles, candidates must correctly answer at least 16 out of 20 electronic test questions in the theoretical exam. Unlike other categories, where a minimum of 18 correct answers is required, those achieving 16 or more will be considered to have passed the theoretical test and will be admitted to the practical exam.

Starting from February 1, 2026, citizens seeking to obtain the right to operate A and B category vehicles will be allowed to study the theoretical part of the training program independently. However, they must still complete all practical training sessions prescribed in the mandatory curriculum. All relevant data will be recorded electronically.

Starting from April 1, 2026, to ensure road safety and prevent fatalities, penalty points will be introduced for major traffic violations recorded by automated photo and video monitoring systems. These penalty points will be assigned not only to the vehicle owner but also distributed among other drivers who use the vehicle based on civil agreements such as a power of attorney, insurance policy, or waybill, in accordance with established procedures.
