Number of drivers who have accumulated 12 penalty points rises sharply

As of May 8, the number of drivers in Uzbekistan whose penalty points have reached 12 has risen to 49. This was announced by Road Safety Service press secretary Zoyir Yoldoshev in response to an inquiry from QALAMPIR.UZ.

According to him, Tashkent city recorded the highest number of such drivers, with 29 cases. The figures also include:

  • Fergana Region — 8 cases;
  • Bukhara Region — 3 cases.

In addition, two cases each were recorded in Tashkent and Andijan regions, while one case each was registered in the Republic of Karakalpakstan and in Samarkand, Namangan, Surkhandarya and Khorezm regions. No drivers with 12 penalty points were recorded in Navoi, Kashkadarya, Jizzakh or Syrdarya regions. All 49 cases have been sent to court.

According to Zoyir Yoldoshev, drivers who are deprived of their driving licences must pass an exam and may also be required to study at driving schools. In addition, during the theoretical exam, they must now correctly answer 46 out of 50 questions, instead of the previous requirement of 18 out of 20.

Earlier, the first case of a driver exceeding 12 points under Uzbekistan’s penalty points system for traffic violations was recorded.

Starting from June 1, 2025, penalty points began to be calculated based on reports drawn up by road patrol officers under Article 12 of the Code of Administrative Responsibility. From April 1 of this year, penalty points have also been applied for four types of violations detected automatically by traffic cameras: disobeying a prohibitory traffic light signal, violating stopping and parking rules, driving in the opposite lane, and failing to comply with speed limits.
