In Uzbekistan, warnings may now be issued instead of fines for minor road violations. This is stated in the draft law “On Amendments and Addenda to the Code of the Republic of Uzbekistan on Administrative Responsibility,” discussed today, June 17, during a regular session of the Legislative Chamber of the Oliy Majlis.

It was noted that in some foreign countries, along with fines for administrative offenses, there are also penalty measures such as “verbal warning” or “administrative warning.” In such cases, first-time offenders committing minor infractions are not fined but instead warned, with an explanation of the social consequences of their actions.

The draft law proposes amendments and additions to the Code of Administrative Responsibility to introduce the penalty of “administrative warning” and to apply it in cases of traffic safety violations that pose low social danger.

In particular, the draft law put forward by deputies includes the following provisions:

  •  A warning will be issued once a year for minor violations such as not wearing a seat belt, failure to undergo vehicle technical inspection, absence of proper equipment, using a phone while driving, watching a monitor while driving, violating rules for stopping or parking, breaching mandatory insurance requirements, and failure to follow traffic rules by pedestrians and other road users.
  •  If a decision on a violation recorded by cameras or radars is issued more than one month after the offense, a fine will not be imposed.  Violations of road markings will not be recorded by cameras.

The draft law was adopted by deputies in the first reading.
