Public procurement to be carried out through competitive methods

In Uzbekistan, the list of goods, works, and services procured through direct contracts will be abolished, and public procurement under this list will henceforth be carried out using competitive methods. This is stated in the presidential decree adopted on December 26 titled “On Further Measures to Ensure a Competitive Environment and Transparency in the Public Procurement System.”
According to the decree, starting from March 1, 2026, a new electronic module will be launched on the special public procurement information portal. Based on artificial intelligence technologies, the module will calculate the average market price of procurement items.
From January 1, 2026, a new “request for proposals” procedure will be introduced for the procurement of certain types of goods, works, and services through competitive methods in public procurement.
Starting from January 1, 2026:
- The list of goods, works, and services procured through direct contracts will be abolished, and public procurement under this list will be conducted using competitive methods;
- When drafting regulatory legal acts permitting the conclusion of direct contracts in accordance with the Law “On Public Procurement,” the name of the procurement contractor must be clearly specified;
- The period for placing offers in the electronic store within the public procurement system will be extended from 15 days to 60 days, while the minimum delivery period for goods will be set at five days;
- At the Center for Comprehensive Examination of Projects and Import Contracts, the timeframes for reviewing procurement documents will be reduced depending on their value and complexity.
