Rule of law index updated: Uzbekistan’s ranking revealed

Uzbekistan has scored 0.50 in the 2025 Rule of Law Index, securing 81st place out of 143 countries. The new ranking was released by the international non-governmental organization, the World Justice Project.
The index evaluates countries based on eight criteria: constraints on government powers, absence of corruption, government openness, protection of fundamental rights, order and security, rule of law, civil justice, and criminal justice.
Uzbekistan ranked 114th in constraints on government powers with a score of 0.37 and 67th in the absence of corruption with 0.47 points. In terms of government transparency, official indicators for Tashkent were low, placing the country at 120th. The protection of fundamental rights also remained weak, with Uzbekistan ranking 110th and scoring 0.43, failing to make the top 100.
The country performed well in law enforcement and security, ranking among the top 20 globally in this category. Regarding the rule of law and effectiveness of legal implementation, Uzbekistan ranked 100th. In the remaining two areas, the country secured 73rd and 68th places, respectively.
Among CIS countries, Kazakhstan ranked 66th, Kyrgyzstan 104th, and Belarus 105th. Russia placed 119th. Tajikistan, Turkmenistan, Armenia, and Azerbaijan did not participate in the ranking.
Globally, Denmark took the top spot in the Rule of Law Index, while Norway, Finland, Sweden, and New Zealand shared third place. The lowest rankings went to Venezuela, Afghanistan, Cambodia, Haiti, and Nicaragua.
It is worth noting that in the updated 2024 Global Rule of Law Index, Uzbekistan’s ranking had dropped for the first time since 2016, placing 83rd out of 142 countries.
