Key provisions of Kazakhstan’s new Constitution draft unveiled

On January 31, the main provisions of Kazakhstan’s draft new Constitution were presented at a meeting of the Constitutional Commission, Tengrinews reported.
According to the report, the presentation was delivered by Deputy Chair of the Constitutional Court Bakhyt Nurmukhanov.
He stated that the preliminary draft consists of a preamble, 11 sections, and 95 articles.
“The Constitution’s preamble has been completely updated. It reflects national values that honor the country’s past while serving as a guiding framework for the present and the future. The draft also enshrines new fundamental principles governing the activities of the Republic of Kazakhstan,” Nurmukhanov said.
According to information published on the Constitutional Court’s website, the new preamble for the first time declares human rights and freedoms as the state’s primary priority. Unity and solidarity, as well as interethnic and interfaith harmony, are defined as the foundation of Kazakhstan’s statehood.
Sovereignty, independence, a unitary system, and territorial integrity have been classified as immutable values.
In addition, the principles of justice, law and order, and a careful attitude toward nature have been закреплены at the constitutional level for the first time.
The draft also clarifies that the people of Kazakhstan are the sole source of state power and the bearer of sovereignty.
It is worth noting that earlier reports stated that 84 percent of the text of Kazakhstan’s Constitution would be rewritten, with amendments covering 77 articles.
