Presidential decree appoints Qudbiyev to new committee

President Shavkat Mirziyoyev has signed a new decree on the “Measures for the Organization of the Activities of the National Committee for Sustainable Development of Urbanization and the Housing Market of the Republic of Uzbekistan.”

The decree was issued to implement the provisions of Presidential Decree PF-219, dated November 19, 2025, “On Measures to Ensure the Sustainable Development of the Housing and Mortgage Market in the Republic of Uzbekistan,” and to organize the activities of the National Committee for Sustainable Development of Urbanization and the Housing Market.

Through this decree, the President emphasized key objectives, including improving the efficiency of state governance in the fields of urbanization and housing, organizing the activities of the National Committee, enhancing interagency integration and cooperation, and establishing effective collaboration with leading foreign states and international organizations.

According to the decree, draft regulatory documents on the following matters must be coordinated with the National Committee:

•  State support measures for housing construction;
•  Implementation of housing and non-residential complexes in Nukus, Tashkent, regional centers, and other agglomerations;
•  Approval of annual targets for multi-apartment housing construction in the “New Uzbekistan” residential districts and other areas;
•  Identification of territories for implementing integrated construction projects and developing “New Uzbekistan” residential districts.

The decree also specifies that the total number of management staff in the committee will be limited to 50 positions. The new organization will be able to directly engage local and foreign specialists and experts, including scientists, researchers, and academics, under contractual arrangements to implement development projects based on a project management principle. Its activities will be funded from the state budget and other sources not prohibited by legislation.

It is worth noting that Sherzod Davlatovich Qudbiyev, who had served as head of the State Tax Committee since August 2023, was previously dismissed from that post and appointed as head of the National Committee for Sustainable Development of Urbanization and the Housing Market. A new head from the prosecutor’s office was appointed to the State Tax Committee.
