81 higher education employees punished for corruption – Ministry (video)

In the first 11 months of 2025, 81 employees in Uzbekistan’s higher education system were held accountable for corruption-related crimes. This was announced on December 23 by Minister of Higher Education, Science and Innovation Kungirotbey Sharipov during a regular session of the Legislative Chamber of the Oliy Majlis.
According to the minister, the number of corruption-related offenses in the higher education system has remained consistently high in recent years. Specifically, 106 employees were prosecuted in 2023, 90 in 2024, and 81 in the first 11 months of 2025.
He also noted that, under the “Corruption-Free Sector” initiative, a comprehensive oversight system has been introduced to ensure transparency and reduce the human factor. As part of this effort, digital platforms such as HEMIS, diplom.edu.uz, and vacancy.edu.uz have been launched. In addition, “Registrar Offices” have been established at higher education institutions, enabling more than 30 public services to be provided electronically under a one-stop-shop principle.
Within the ministry system, remote audits and preventive monitoring measures have been carried out through a Situational Center. As a result, financial errors and inefficient expenditures totaling 113.6 billion soums were prevented, while materials related to violations amounting to 4.4 billion soums were submitted to law enforcement agencies.
