President signs a resolution on celebrating the 35th anniversary of independence

The 35th anniversary of Uzbekistan’s independence will be widely celebrated under the slogan, “One Motherland, one people — together we will build a new life and a new future.” The resolution, titled “On preparations for and the celebration of the 35th anniversary of the state independence of the Republic of Uzbekistan,” was signed by the president today, on April 2. 

According to the document, given the historic significance of national independence for Uzbek statehood and for the country’s present and future, the anniversary will be marked at a high level and in a manner befitting the vast potential and international standing of New Uzbekistan. 

The resolution approves an ideological and artistic concept and program built around the central idea, “One Motherland, one people — together we will build a new life and a new future,” as well as the composition of the republican commission responsible for preparing and holding the celebrations. 

The commission, headed by Prime Minister Abdulla Aripov, will ensure the development and implementation of action programs in line with the concept’s content and main directions so that the anniversary is properly celebrated in Karakalpakstan, Tashkent, regional and district centers, all mahallas, villages and auls, as well as across ministries and agencies. 

Special attention will be paid to highlighting the major opportunities and achievements created by the reforms being implemented in New Uzbekistan, demonstrating how rapid and stable economic growth is improving citizens’ living standards, and covering reforms aimed at strengthening the country’s defense capacity and protecting peace and border security. 

The program will also emphasize the importance of the progress made during independence in developing national values, statehood, civil society institutions, and the mahalla system. It will stress the conditions being created for the elderly, women, and socially vulnerable groups, as well as for young people to gain knowledge and professions, pursue entrepreneurial initiatives, and realize their talents as builders of New Uzbekistan. 

The celebrations will promote interethnic friendship and interfaith tolerance as a sacred duty of all citizens, while ensuring the active involvement of young people, social and ethnic groups, and compatriots abroad. Artistic and creative groups made up of representatives of science, education, culture, literature, art, sports, and the wider public will also be formed to hold large-scale spiritual, educational, and social events across the country from April through September as part of the Mustaqillik To‘yi festival. 

For the main holiday event in Tashkent, the authorities plan to involve well-known scriptwriters, directors, poets, writers, singers, composers, choreographers, stage designers, and talented young performers. Measures will also be taken to organize high-level opening ceremonies for major industrial, cultural, educational, and sports facilities ahead of the anniversary. The Ministry of Culture has been designated as the responsible organization for preparing and holding the main celebration in the capital. 

The Academy of Arts, the Ministry of Culture, the Writers’ Union, and the Republican Center for Spirituality and Enlightenment are tasked with developing, by June 1, 2026, a draft design for the symbolic “Devotees of the Motherland” monument reflecting the ideas of national independence, sovereignty, and the image of the builders of New Uzbekistan. The monument is expected to be installed in the central parts of nationwide unity parks being built in Karakalpakstan, the regions, and districts and cities between 2026 and 2030. 

By August 1, 2026, the Republican Center for Spirituality and Enlightenment, together with the Institute for the Study of New Uzbekistan’s Development, the Yuksalish nationwide movement, and the Development Strategy Center, will prepare a special illustrated book-album titled Mustaqillik Zafarnomasi dedicated to reforms, results, and achievements in every sphere. 

Starting in April 2026, the Youth Affairs Agency and the Republican Center for Spirituality and Enlightenment will launch online promotional campaigns under the hashtags #Mustaqillik35 and #Uzb35, including flash mobs, podcasts, quizzes, and other formats. 

Also beginning in April 2026, the Cinematography Agency, the National Television and Radio Company of Uzbekistan, and the National Media Association of Uzbekistan will prepare and broadcast a series of documentaries and programs under the title “Chronicle of 35 Years of Independence,” covering the historical stages of independence, key achievements, and nation-building efforts. 

Approval was also given to hold an international scientific and practical conference in Tashkent in August 2026 on the theme “Independent Uzbekistan: 35 Years of the Path of Development — Reforms, Results, and Prospects,” with the participation of the Legislative Chamber and Senate of the Oliy Majlis, the Ministry of Justice, and the Institute of Legislative and Legal Policy. 

In August and September 2026, the Committee on Interethnic Relations and Compatriots Abroad, together with the Vatandoshlar public foundation, the Republican Center for Spirituality and Enlightenment, the Ministry of Foreign Affairs, and the Writers’ Union, will organize cultural and educational events abroad under the slogan “Independent Uzbekistan — My Pride, My Honor,” involving compatriots and representatives of the Uzbek diaspora. 

The Central Bank is to take measures by September 1, 2026, to mint a commemorative gold coin marking the 35th anniversary of independence. The Mahalla Association of Uzbekistan and the Ministry of Transport are also tasked with submitting proposals by May 1, 2026, to name one of the newly established mahallas and one of the railway stations after the 35th anniversary of independence. 

Celebration events in Karakalpakstan and the regions will be financed from additional local budget sources and sponsorship funds. In Tashkent, they will be financed in equal shares from the national budget and the city’s local budget in accordance with the expenditure estimate approved by the republican commission. 

The National Television and Radio Company of Uzbekistan, the National News Agency of Uzbekistan, and the Dunyo news agency have been recommended to prepare and distribute a series of materials on the country’s independence, the development path of New Uzbekistan, and the unity of its people. 

The republican commission will oversee implementation of the resolution, submit monthly reports to the Presidential Administration, and take additional measures where necessary. Oversight of the execution of the resolution has been assigned to Prime Minister Abdulla Nigmatovich Aripov.
