The Strategic Reforms Agency under the President of Uzbekistan has been reorganized into the Agency for Strategic Development and Reforms under the President of the Republic of Uzbekistan. This was stipulated in the presidential decree “On Organizational Measures for the Implementation of the Strategic Planning and Development System,” signed on October 30 of this year.
According to the decree, starting from November 1, a strategic planning and development system will be introduced, encompassing the drafting, implementation, monitoring, and evaluation of strategic documents of national importance.
The hierarchy of strategic planning documents is defined as follows:
- First-level documents — in the form of concepts;
- Second-level documents — in the form of strategies;
- Third-level documents — in the form of programs (“roadmaps,” action plans).
The duration and approval procedures for these documents are set as follows:
- First-level documents are developed for a period exceeding seven years and are generally approved by laws;
- Second-level documents are developed for a period of four to seven years and approved by presidential decrees;
- Third-level documents are developed for one to three years and approved by presidential decrees or decisions of the Cabinet of Ministers.
The decree also stipulates that the Coordinating Council for the Organization of Analytical and Research Structures will be reorganized into the Coordinating Council for Strategic Planning and Development under the President of the Republic of Uzbekistan.
Additionally, the Strategic Reforms Agency under the President has been transformed into the Agency for Strategic Development and Reforms under the President, while the Fund for Supporting the Strategic Reforms Agency has been renamed as the Fund for Supporting the Agency for Strategic Development and Reforms under the President.
At the same time, the Coordinating Council will function as an interdepartmental collegial body responsible for coordinating the activities of ministries, agencies, and local executive authorities in this field.
The council will review draft first- and second-level strategic planning documents to assess their feasibility and relevance. Approved drafts will then be submitted to the President for consideration.
