Salaries of governors, government employees to rise under new decree

A new remuneration system for employees of local executive authorities will be introduced in Uzbekistan under a presidential decree signed on August 7, 2025.

The decree provides for higher salaries for governors and khokimiyat staff, calculated on the basis of differentiated tariff coefficients that take into account years of service and position. Monthly bonuses will be awarded based on key performance indicators (KPI), while additional payments will be made for qualification levels. Material incentives will also be granted at the end of the reporting period.

From August 1, 2025, the labor remuneration fund of local executive authorities will include:

  •  position salary;
  •  monthly KPI-based bonuses;
  •  qualification (rank) payments;
  •  remuneration and bonus payments.

The amount of bonuses will be determined by different officials depending on the employee’s position: the first head for district administration staff; the Chairman of the Jokargi Kenes for district and city governors in Karakalpakstan; the Chairman of the Council of Ministers of Karakalpakstan for regional governors; and the Prime Minister for Tashkent city and regional governors.

Minimum pay will be based on tariff coefficients linked to total length of service:

  •  up to 3 years — level 1;
  •  3 to 6 years — level 2;
  •  6 to 10 years — level 3;
  •  10 to 15 years — level 4;
  •  15 to 20 years — level 5;
  •  over 20 years — level 6.

Tariff coefficients are set at:

  •  1.6 times for Tashkent city administration staff;
  •  1.4 times for employees of the Council of Ministers of Karakalpakstan and regional administrations;
  •  1.3 times for district administrations in Tashkent city;
  •  1.1 times for district (city) administrations in areas with a permanent population of more than 300,000.

Districts or cities meeting the 300,000 population threshold will be determined annually based on National Statistics Committee data. The tariff rate (position salary) will be calculated by multiplying the coefficient by the legally established minimum remuneration.

The decree keeps the existing pay procedure for the Council of Ministers of Karakalpakstan and equivalent organizations until the new rules take effect.

Monthly KPI bonuses will be calculated based on quarterly ratings and paid the following quarter. Until the first rating results are available, management will set bonuses according to employees’ performance within the allocated budget. Annual bonus amounts must remain within planned staffing and cost estimates, with responsibility resting on local executives and chief accountants.

The decree prohibits payment of any additional bonuses or allowances not specified in its provisions.
