Citizen fined for turning car hood into aquarium (video)

A video that circulated on social media showing a man covering the front hood of a car with protective film, filling it with water, and placing live fish inside sparked widespread public criticism. The Ministry of Ecology, Environmental Protection, and Climate Change has officially responded to the incident.

According to the Ministry, the situation was investigated in cooperation with the Ministry of Internal Affairs, and the individual responsible was identified as citizen I.N., residing in Tashkent.

As a result of the investigation, an administrative report was drawn up under Part 1 of Article 111 of the Code of Administrative Responsibility (Cruelty to Animals). The offender was fined three times the base calculation amount, totaling 1,125,000 soums.

Speaking after the penalty, the individual stated:
"Honestly, I didn’t think this would be a problem. Now I realize it was wrong. Even though the fish were ours, we shouldn’t promote such content. People might see it, copy it, and cause harm."

This incident echoes a similar case that took place earlier in the Akkurgan district of Tashkent region, where citizens filled the trunk of a moving car with water and dined inside it. All participants were issued administrative reports and sentenced to 12 days of administrative detention.
