On November 21, the National Committee for Ecology and Climate Change reminded construction organizations of mandatory environmental requirements at construction sites and warned that failure to comply would lead to accountability.
Under current legislation, all construction organizations are required to:
- Prevent dust and sand particles from being released into the air during construction.
- Install overhead sprinklers and water misters at site entry and exit points.
- Set up wheel-washing facilities for all construction vehicles.
- Equip construction sites with barriers, protective coverings, and specialized materials to prevent dust dispersion.

The Committee stated that non-compliance may result in fines and other administrative penalties under the Administrative Liability Code, and in some cases, construction activities may be suspended for up to 10 working days or fully halted according to established procedures.
Notably, recent data show that air quality in Tashkent has ranked among the worst in the world. On November 11, concentrations of harmful dust exceeded permissible levels in Tashkent and Andijan. On November 16, fine particulate matter in Tashkent again rose several times above the norm. By November 20, the Uzbek capital ranked second among the world’s major cities in terms of air pollution levels. Experts attribute the deterioration to inversions caused by abrupt temperature changes, which trap harmful particles near the ground. To improve air quality, the Tashkent Heat Power Plant in Yakkasaray district has stopped using fuel oil.
