Attendance at theoretical classes no longer mandatory for obtaining a driver’s license

Starting from February 1 this year, attendance at theoretical classes is no longer mandatory for obtaining a driver’s license in Uzbekistan. This is stipulated in the Cabinet of Ministers’ resolution dated October 25, 2025, titled “On Measures to Further Improve the Vehicle Operation System.”
Under the new rules, applicants seeking the right to operate category “A” and “B” vehicles may independently master the theoretical component of the mandatory driver training program. In particular:
- Applicants may, at their own discretion, study theoretical knowledge through training courses (online or offline) or prepare independently;
- Applicants must fully attend the practical training sessions provided for in the mandatory curriculum at state or non-state legal entities engaged in providing driver training and retraining services for motor vehicles and urban electric transport;
- After completing all mandatory practical training sessions, applicants may sit theoretical and practical exams to obtain a driver’s license, based on positive assessments of their driving skills;
- Certificates confirming completion of the practical training component of the driver training program will be generated electronically;
- The procedure for registering training groups for category “A” and “B” vehicle drivers with the State Road Safety Service will be abolished.
It is worth noting that earlier reports stated that individuals who obtained forged driver’s licenses in Uzbekistan committed 1,305 traffic violations and were responsible for the deaths of three people.
