Artificial obstacles and uneven road surfaces may be banned on roads

The creation of artificial obstacles and uneven road surfaces on automobile roads in Uzbekistan may be banned. This is stated in the new version of the law “On Automobile Roads,” which was discussed at the Senate’s latest plenary session on April 7.
According to the report, the law clearly defines the key principles that must be observed in the road sector. Roads must be designed on the basis of scientific calculations, decisions must be made openly and transparently, and, most importantly, road safety must be ensured. The law also ensures environmental protection and guarantees every citizen equal and convenient access to roads.
One of the key innovations in the law is the provision that automobile roads may be either free of charge or toll-based in accordance with established procedures. Under the law, the Automobile Roads Committee under the Ministry of Transport of Uzbekistan is designated as the specially authorized body in the road sector.
The document also places special emphasis on road safety. In particular, the creation of artificial barriers and uneven surfaces on roads is prohibited, while the movement of heavy-duty and oversized vehicles will be allowed only on the basis of a special permit.
The law also regulates the establishment of toll roads, financing through public-private partnership mechanisms, automated toll collection, and legal relations such as public contracts between users and operators.
According to senators, the adoption of this law will contribute to the development of the country’s road infrastructure, increase traffic speed, reduce congestion, and lower the number of road accidents.
The senators approved the law.
