Another political shake-up has taken place in Kyrgyzstan. Jogorku Kenesh Speaker Marlen Mamataliyev called Kamchybek Tashiyev a jackal. The son-in-law of Tashiyev, once a powerful figure, has also been detained, while Tashiyev himself is being questioned in court. Former deputy Emil Jamgyrchiyev, who once came to Tashkent asking for help from “Salimboyvachcha” and asked him to “restore order in Kyrgyzstan,” has returned to the public arena. He issued a statement against Tashiyev. Kamchybek Tashiyev also had a heated exchange in court with a female deputy who was being questioned. Open trial in the “letter of 75” case

Last week, the secrecy classification was removed from the case materials related to the “letter of 75,” and the hearing in the case of those accused of treason was held openly for the first time. Employees of the Jogorku Kenesh apparatus and witnesses were heard. They spoke about how the document known as the “letter of 75” was received and registered by parliament.
“This document was received and registered by the Jogorku Kenesh on February 11. At that time, Speaker Nurlanbek Turgunbek uulu was on a business trip. He did not give any instruction regarding the letter,” said parliament employee Maria Isanova.
According to Mairamgul Tashtanova, a consultant in the registration sector, the letter was initially sent without a recipient being indicated, which made it impossible to register it. She said that sector head Gulmira Kyrbasheva contacted an unidentified man by phone, after which the recipient’s name was added to the document.
Another witness, parliamentary staff member Aida Mambetova, said the letter reached the relevant committee on February 13 and was removed from the agenda on February 18. According to her, the document contained a proposal to hold early elections and terminate presidential powers ahead of schedule.
During the hearing, it became known that the letter had been delivered to the Jogorku Kenesh by the driver of retired former statesman and public activist Emilbek Uzakbayev.
Courtroom exchange
On June 15, Jogorku Kenesh deputy Elvira Surabaldiyeva was also questioned as a witness. During the process, an argument broke out between the female deputy and defendant Kamchybek Tashiyev.
The statement that drew the most attention came from Jogorku Kenesh Speaker Marlen Mamataliyev. He sharply criticized the initiators of the “letter of 75” and called them jackals.
“Jackals and little jackals tried to play their games, but they forgot that they can never defeat a lion. Because behind the lion stand 7 million people,” he said.
Marlen Mamataliyev made these remarks from the parliamentary rostrum during the Jogorku Kenesh plenary session on June 17. According to the speaker, the initiators of the letter deny the accusations.
“They are rejecting the charges against them. However, it would be better if they admitted their actions and intentions. The court must give the final assessment of this matter,” he said.
“Do not kick a man when he is down”
While the court proceedings are continuing, former Jogorku Kenesh deputy Emil Jamgyrchiyev issued another harsh statement against Kamchybek Tashiyev, former head of the State Committee for National Security. He said he had long avoided returning to past conflicts, but decided to speak publicly after the recent court hearing.
“There is a Kyrgyz saying: ‘Do not kick a man when he is down.’ For this reason, I did not want to raise again the issue of illegal actions and fabricated charges against me. I lived my own life and did not interfere in anything. But now I must speak. During my time as a deputy, I complained to the President and members of the parliamentary commission about Tashiyev’s actions, but I was unable to secure a fair review of my appeals,” he said.
According to Jamgyrchiyev, his new statement was prompted by the open court hearing in the criminal case known as the “letter of 75.”
“When deputy Elvira Surabaldiyeva was being questioned, Tashiyev’s behavior angered me. Seeing that Tashiyev still speaks in the language of threats and pressure, I could not remain silent. Today, relying on power, it may seem to him that he has defeated everyone. But before the law and God, everyone will answer for their actions. The truth can be hidden temporarily, but it cannot be defeated. I believe that evidence confirming my words will be published later,” the former deputy said.
Who is Jamgyrchiyev, who complained about Tashiyev?
Uzbek audiences know Emil Jamgyrchiyev well through events linked to Salim Abduvaliyev, known as “Salimboyvachcha,” and through the fact that he was wanted in Kyrgyzstan. In 2025, Kyrgyz deputy Emil Jamgyrchiyev was accused of illegally crossing the Kyrgyz-Uzbek border. Kyrgyzstan’s State Committee for National Security announced that he had asked Salim Abduvaliyev, known in Uzbekistan as “Salimboyvachcha,” for help in restoring order in Kyrgyzstan and had illegally crossed the border in December 2022 to come to Tashkent for a secret meeting with him. He was later arrested.
Tashiyev’s son-in-law detained
The Military Prosecutor’s Office of Kyrgyzstan has also detained Azamat Dyikanboyev, known as the son-in-law of former State Committee for National Security head Kamchybek Tashiyev. A criminal case has been opened against him under the article covering fraud committed through abuse of office. According to the agency, Dyikanboyev, who worked in the national security system in different years, was placed in the temporary detention facility of the Manas district police department. Investigative actions are currently underway to establish all circumstances of the case and identify other possible participants.
The scenario of the “letter of 75”
At a meeting held today, June 18, Jogorku Kenesh Speaker Marlen Mamataliyev spoke about details of the inquiry into the “letter of 75.” He said the scenario for the letter’s arrival in parliament had been planned in advance and that all interested parties had been waiting for it in parliament. According to him, the events began on January 28-29 this year.
“At that time, certain interested individuals began deliberately stirring public unrest in the Jogorku Kenesh by speaking about issues such as food security and new driver’s licenses. After that, the ‘letter of 75’ arrived at the Jogorku Kenesh. Previously, information about the people involved in this case had been classified. But now we can see that information about it has appeared in the media, and I can speak openly. The letter was received by Alaybek, an assistant to former speaker Shakiyev. He handed the letter to deputy Chingiz Ajibayev. Ajibayev then kept the letter with him for a while to check its registration. Later, the letter was given to Kurmankul Zulushev, who headed the constitutional committee,” Marlen Mamataliyev said.
