4 parties jointly reject law introduced by UzLiDeP

On April 29, during the plenary session of the Legislative Chamber of the Oliy Majlis, representatives of four other parties voted against and rejected the draft law “On Amendments and Addenda to the Labor Code of the Republic of Uzbekistan Aimed at Liberalizing Social Obligations Established for the Private Sector”, introduced by the Liberal Democratic Party of Uzbekistan (UzLiDeP). This was reported by the press service of the Legislative Chamber.
According to the report, the draft law proposed the following amendments and additions to the Labor Code:
- Increasing the accountability of both parties by ensuring employer participation in the process of withdrawing an employee’s resignation application when terminating an employment contract at the employee's initiative;
- Simplifying the procedure for terminating an employment contract at the employer's initiative by transitioning to a notification-based process, reducing the need for agreement with trade unions or local labor authorities;
- Revising the grounds for terminating an employment contract due to an employee’s long-term incapacity for work;
- Eliminating the notice period and compensation payments upon termination of employment contracts with part-time employees working in business entities.
The draft law sparked heated discussions and debates in the Majlis. Ultimately, it failed to secure enough votes and was returned to its initiators. According to the voting results, all 57 deputies from UzLiDeP supported the draft, while 71 deputies from the other four parties voted against it. Two members of the "Milliy Tiklanish" Party abstained.
