Group accused of embezzling 35.1 billion soums through tax system in Andijan

A group of people in Andijan region has been exposed for allegedly embezzling 35.1 billion soums in cashback payments through the Soliq Mobile application. The Department for Combating Economic Crimes under the Prosecutor General’s Office reported the case.

According to the department, a pre-investigation inquiry conducted by its Andijan regional office found that six citizens and others had conspired to set up nine limited liability companies. Three of them were registered in the name of citizen O‘.Q., five in the name of citizen N.Yu., and one in the name of R.X.
Although no real financial transactions were carried out between the nine companies, the suspects allegedly used computer equipment to issue fake electronic invoices claiming that goods worth a total of 1.1 trillion soums had been supplied in March and April 2026. They then allegedly recorded the supposed sales through online cash registers, issued purchase receipts as if the goods had been sold to citizens, and caused cashback payments to be made to 100,458 citizens through the Soliq Mobile application. As a result, 35.1 billion soums in budget funds were embezzled through misappropriation and embezzlement.
It was also found that responsible officials of the Andijan regional tax department and others failed to take measures to cancel the VAT certificates of the companies despite the issuance of invoices worth 1.1 trillion soums. They also failed to notify the department’s bodies about the suspicious transactions.
A criminal case has been opened under Articles 167, 205 and 228 of the Criminal Code, which cover misappropriation or embezzlement, abuse of power or official authority, and the preparation, forgery, sale or use of documents, stamps, seals and forms. The case has been forwarded to the prosecutor’s office for further investigation.
Earlier, it was reported that cases involving the illegal use of electricity worth more than half a billion soums had been uncovered in Tashkent’s Olmazor district, Qibray district of Tashkent region and the city of Ohangaron.
