Academy of Sciences Fund to be established

An Academy of Sciences Fund will be established in Uzbekistan. This is stipulated in the presidential decree “On Measures to Improve the Activities of the Academy of Sciences of the Republic of Uzbekistan,” adopted on December 27.

The main objectives of adopting the decree are to improve the activities of the Academy of Sciences through the implementation of the following measures:

– increasing the number of new scientific developments and the volume of funds generated through commercialization by three times;
– raising the share of young researchers among scientific staff to 60 percent;
– reintegrating the scientific diaspora working abroad into Uzbekistan’s scientific sector.

According to the decree, a Council for Science and Industry Integration will be established to fundamentally improve the system for commercializing new developments of the Academy of Sciences.

Starting from 2026, in order to improve the quality of all scientific projects implemented within state programs related to scientific activity, a co-chair nominee proposed by the Academy of Sciences will be included in the composition of scientific and technical councils responsible for conducting scientific expertise.

From April 1, 2026, the Academy of Sciences will introduce a system for assessing key performance indicators (KPIs) of scientific staff and a rating system for evaluating the effectiveness of scientific institutions within its structure, with the involvement of foreign experts.

From January 1, 2026, the Academy of Sciences Fund will be established to support scientific research, attract young scientists, and ensure sustainable financing of strategically important scientific fields.
