Family conflicts responsible for 60 percent of murders in Namangan

In the first seven months of this year, domestic conflicts accounted for 60 percent of homicides and two-fifths of bodily injury crimes in the Namangan region. This was announced on August 14 during a field meeting of the National Council for Combating Corruption, led by the Chairwoman of the Oliy Majlis Senate, Tanzila Narbaeva, in the Pop district of Namangan.

It was noted that national administration officials, senators, regional and district deputies, heads of ministries and agencies, activists, and members of various organizations took part in the meeting. Measures to stabilize the criminal situation in Namangan and combat corruption topped the agenda.

According to the report, the region’s economic potential is currently high, with 82 percent of the employable population engaged in small businesses and entrepreneurship. In 2025, the region plans to attract $4 billion in investments, achieve $1 billion in exports, create 323 new jobs, and lift 55,000 families out of poverty.

A total of 8,204 criminal cases were reported in the region in 2024, with cybercrimes making up 35 percent of them. In the first seven months of this year, 5,786 crimes were recorded, with cybercrimes accounting for 45.6 percent.

A large portion of crimes were classified as preventable. Negligence in safeguarding property, inadequate preventive measures, and negative social factors were cited as the main causes of the offenses.

Furthermore, domestic conflicts made up 60 percent of murders and two-fifths of bodily injury crimes in the first seven months of 2025.

The meeting also noted an increase in criminal activity among youth and women in certain areas of the region. Although crimes committed by minors have decreased overall in 2025, the rates remain concerning in the districts of Pop, Uchqorgon, and Namangan. The number of neighborhoods in the “red” and “yellow” categories remains high, with 21 neighborhoods remaining in the “red” category for three consecutive years.

In addition, matters related to combating corruption were discussed. Embezzlement, abuse of power, and bribery were identified as the most common corruption offenses during the previous period.

A total of 85 corruption cases were uncovered in the employment, healthcare, banking, and construction sectors, with most linked to the illegal activities of officials. Cases in which government officials were simultaneously operating private businesses were also identified.

At the end of the meeting, a decision was adopted to assign specific tasks aimed at strengthening neighborhood security, accelerating digitalization initiatives, and improving the quality of preventive measures.

Earlier, 48,303 assault cases were reported across Uzbekistan in the first half of this year, marking a 121 percent increase compared to the same period last year.
