Electricity networks transferred to Turkish company in Samarkand

The Turkish company Aksa Enerji has been declared the winner of an international tender and has been granted the right to manage Samarkand region’s electricity distribution networks for 30 years, the Ministry of Economy and Finance reported.

The announcement was made during the III Public-Private Partnership roundtable on “Mobilizing Private Capital through Public-Private Partnership,” where Aksa Enerji received the award certificate as the winning company.

Founded in 1960, Aksa Enerji is part of Kazanci Holding, which develops projects not only in energy but also in agriculture and tourism. The company is also involved in building power plants in countries such as Turkey, Ghana, Madagascar, Mali, and Congo.

In Uzbekistan, Aksa Enerji has previously implemented several projects. In January 2022, it launched a 270 MW thermal power plant in Bukhara region, and in the same month, a 240 MW thermal power plant in Tashkent region.

Under the public-private partnership program, contracts to transfer all regional electricity distribution networks to private operators are expected to be signed by July 1, 2027.

For reference, electricity system organizations officially entered the autumn-winter season 2025 on October 1. A summary report was provided on the works carried out in the main electricity networks for the 2025/2026 season and on planned activities for the upcoming months.
