Director appointed to the National Agency for Quality Assurance of Education

By decree of the President of the Republic of Uzbekistan, Adham Yusupovich Khudoykulov has been appointed Director of the National Agency for Quality Assurance of Education under the Administration of the President of the Republic of Uzbekistan. The announcement was made by the presidential press service.

The establishment of this agency follows the Presidential Decree “On Additional Measures to Ensure the Quality of Education and Improve the System of Educational Services,” adopted on May 5. The agency will carry out comprehensive and special state accreditation for institutions providing secondary specialized, vocational, higher, and post-higher education, as well as those offering retraining and advanced training for personnel.

According to the decree:

- Comprehensive state accreditation will be conducted every five years based on the results of external assessments of educational institutions.
- Special state accreditation will be carried out prior to the launch of new educational programs.

Beginning July 1, 2025, the activities of newly established educational organizations will follow a two-stage process:

In the first stage, institutions offering secondary specialized, vocational, higher, and post-higher education will be licensed under the established procedure. Institutions for retraining and advanced training of personnel will begin operating under a notification-based procedure.

In the second stage, educational programs introduced by these institutions must undergo special state accreditation.

The following requirements will apply:

- Students cannot be admitted to programs that have not passed special state accreditation.
- Conducting admissions without accreditation will be considered a serious violation of license terms and grounds for license revocation.

It should also be noted that, under recent presidential decrees, new appointments were made to other key positions, including the rector of the Academy of Public Policy and Management and the executive director of the “El-Yurt Umidi” Foundation for the Training of Promising Personnel.
