Uzbekistan to ease product market entry while enhancing sales controls

Uzbekistan will eliminate the practice of mandatory state registration for seven groups of high-risk products. The announcement was made on April 18, 2025, during President Shavkat Mirziyoyev’s videoconference meeting on mitigating the impact of global economic fluctuations on various sectors in Uzbekistan.
“To put it simply, we aim to simplify market entry for products while strengthening control over their sale. This approach has proven effective in international practice,” the President remarked.
The Cabinet of Ministers’ decision, adopted on August 14, 2024, and enforced starting November 15 of the same year, identified the following seven groups of "high-risk" products requiring registration:
- Pacifiers for children.
- Headwear for children under the age of three.
- Pajamas, inner pants, trousers, warm shirts, undershirts, vests, diapers, caps, sliders, blouses, underwear, and similar clothing for children under three years old.
- Tights, socks, stockings, and semi-stockings for children under three years old.
- Absorbent materials (diapers), as well as hygienic cotton swabs and similar products designed for children.
- Feeding utensils for children under three years old.
- Toothbrushes.
While the practice of mandatory registration was initially established under this decision, the timeline for its abolition has yet to be announced.
It was also declared during this meeting that from July 1, no restrictions will be imposed on any product exports. However, export duties will be applied to 86 categories of raw materials and socially significant goods.
