In 2024, 700 citizens of Uzbekistan received work permits in Ukraine, UNIAN reported.

It was also reported that in November 2025, labor migrants from Bangladesh began arriving in Ukraine. According to experts, a wood-processing enterprise employing 150 Bangladeshi workers is operating in Zakarpattia.

Vasyl Voskoboynik, head of the Office of Migration Policy, told UNIAN that Ukraine may face a shortage of 4.2–4.6 million workers over the next decade.

In autumn 2025, a representative of the International Labour Organization said the shortage could reach 8.6–8.7 million.

According to the expert, the number of births in Ukraine is about 300,000 lower than the number of deaths each year. Therefore, at least 300,000–400,000 people must be attracted annually to maintain a stable population.

Among those who received work permits in 2024 were:

  • Turkey – about 1,000
  • Uzbekistan – 700
  • India – 500
  • Azerbaijan – 400
  • China – 350
  • Bangladesh – 319
  • Pakistan – 205
  • Nepal – 146

According to the expert, it would be beneficial for Ukraine to attract skilled specialists from countries such as Poland, the Czech Republic, Germany, the United Kingdom, and France. However, citizens of these countries are more likely to work in managerial or highly skilled positions, while manual labor jobs are more likely to be filled by workers from Turkey or Asian countries.
