Major violations uncovered in Uzbekistan Railways tenders

Violations amounting to 21 billion soums have been identified in tenders within the system of Uzbekistan Railways, and appropriate measures have been taken, according to the Competition Promotion and Consumer Protection Committee.

According to the report, the Tashkent city department of the committee conducted a review of procurement procedures organized by Quyuv-Mexanika Zavodi to assess their compliance with the Law “On Competition.”

The review found that in eight tenders conducted by Quyuv-Mexanika Zavodi, a system enterprise of Uzbekistan Railways, with a total value exceeding 21 billion soums, the requirements of Article 29 of the Law “On Competition” were not observed. Specifically, actions that restricted or could potentially restrict competition were identified.

Based on these findings, the special commission of the committee’s regional department initiated proceedings against the contracting organization for signs of violations of competition law. Following the review, appropriate enforcement measures were applied in accordance with established procedures. The organization was also issued mandatory instructions to eliminate the violations and prevent similar cases in the future.

It is worth noting that earlier, two outsourcing tenders worth a total of 220 million soums for providing meals to students at a specialized art boarding school in Andijan Region were both awarded to companies managed by the same individual.
