1 individual wins 2 outsourcing tenders in Andijan

In Andijan region, two outsourcing tenders worth a total of 220 million UZS, conducted by the Specialized Art Boarding School to provide meals for students, were won by companies led by the same individual.

In one tender, “Bobur Asadbek Preparation Supply” LLC was declared the winner, while in the second, “Sitora Supply” LLC took first place. In both tenders, “Sanjarbek Future Achievements” LLC was listed as the reserve winner.

According to publicly available sources, the head of both “Bobur Asadbek Preparation Supply” and “Sitora Supply” is Nurkhomidin Salaydinovich Jalolov. Of the six tenders held by the boarding school from September to November, half were won by “Bobur Asadbek Preparation Supply” and the other half by “Sitora Supply.”

Another notable point is that from October 2024 to June of this year, “Khumoyun Mirzo Supply Trade” LLC, also headed by Jalolov, won 16 tenders.

This raises a critical question: how can companies under the control of a single individual be considered competitors?

Additionally, the winner and the client are located in close proximity. The boarding school is situated at 25 A. Navoi Street, Izboskan district, while “Sitora Supply” LLC operates at 41 A. Navoi Street.

This situation casts doubt on whether the procurement commission, led by the school director Abdurafiqjon Rahimov, adhered to the principles of competition and impartiality stipulated in Article 10 of the Law “On Public Procurement.”
