Traffic fines in Uzbekistan to be paid by driver, not vehicle owner

A procedure has been established in Uzbekistan for transferring liability for traffic violations to individuals who have been granted the right to operate a vehicle. This is outlined in government Resolution No. 125, adopted on March 30.
According to the resolution, from April 1, 2026, it will be possible to notify the State Road Traffic Safety Service that liability for traffic violations committed while using a specific vehicle under a civil-law arrangement has been transferred to the person who has been granted the right to drive and use that vehicle.
Under the regulation approved by the resolution, such notification can be submitted through the Unified Interactive State Services Portal, my.gov.uz, or through the mobile application of the Road Traffic Safety Service under the Public Security Department.
To use the notification service, the vehicle owner must open a personal account on the Unified Interactive State Services Portal or in the mobile application, fill out an application form, and specify the period for which the driving right is being granted.
The person granted the right to drive must confirm the application and electronically consent to having future traffic fines formally issued in their name. This consent must be verified through an electronic digital signature, Mobile-ID, or Face-ID.
A fee amounting to 10 percent of the base calculation unit will be charged for the use of this notification service.
In addition, amendments introduced by this resolution provide that the vehicle registration certificate will now be issued for a period of five years.
