Changing vehicle odometers may result in punishment in Uzbekistan

In Uzbekistan, individuals who conceal the fact that a vehicle’s mileage has been altered before selling it may now face administrative liability. This is outlined in the draft law ’’On amendments and additions to the Administrative Liability Code of the Republic of Uzbekistan,’’ which was submitted for public discussion by the Legislative Chamber of the Oliy Majlis on November 10, 2025.

The draft notes that recently, some used vehicles have been sold at inflated prices by falsifying the odometer, the device that records the distance traveled by a vehicle. To prevent this, the law proposes administrative measures for failing to inform buyers if the odometer has been tampered with or replaced before the sale of the vehicle.

Specifically, the draft proposes adding Article 121-1 to the Administrative Liability Code, which would hold sellers accountable for not notifying buyers about altered odometer readings or replaced odometer devices.

Under the proposed rules, failure to inform the buyer could result in a fine ranging from 10 to 15 times the base calculation amount, equivalent to 4.12 million to 6.18 million soums.

The public discussion of the draft law will continue until November 20, 2025.
