Notarial services in Uzbekistan to be provided via videoconferencing

In Uzbekistan, notarial actions will be allowed to be carried out via videoconferencing. This is stipulated in the Regulation “On the Procedure for Performing Notarial Actions via Videoconferencing,” which was registered by the Ministry of Justice on January 5 this year.

The regulation defines the procedure under which notaries may perform notarial actions remotely via videoconferencing when an individual or a representative of a legal entity is unable to visit a notary office in person.

According to the regulation, notarial actions conducted via videoconference will be confirmed through the E-notarius.uz information portal and the Notarius automated information system.

An applicant wishing to perform a notarial action via videoconferencing must familiarize themselves with the conditions for using electronic communication and confirm their consent.

The applicant is required to clearly specify the type of notarial action to be confirmed electronically and provide the necessary information through the system.

Upon receiving an application, the notary must review it within one working day and notify the applicant whether any deficiencies are identified.

During personal communication with the notary, it is required that no third parties be present at the location of the parties involved in the notarial action. The environment must be free from noise, well lit, and ensure clear video transmission.

Once the draft notarial action is ready for signing, the notary must explain to the parties their rights and obligations, as well as the content and legal consequences of the notarial action being performed.

It is worth noting that earlier reports noted that the maximum age limit for working as a notary in Uzbekistan was increased from 65 to 70.
