President Shavkat Mirziyoyev held a meeting today, January 30, to review the effectiveness of ongoing reforms in Jizzakh Region and outline future priority tasks. The President’s press service reported this.

Plans for 2026–2027 include increasing the gross regional product growth rate to 8.5 percent, boosting industrial output by 8 percent, attracting $5 billion in foreign investment, and raising annual export volumes to $500 million.

In addition, the region aims this year to reduce unemployment to 4.6 percent and poverty to 2.8 percent, as well as to turn 182 mahallas into crime-free areas.

The head of state noted that achieving these goals would not be possible without deeply specializing the mahallas across the region.

In this regard, a new development model will be introduced in the region over the next two years. The comparative advantages of 304 mahallas have been analyzed, and a program has been developed to deepen their specialization in horticulture, livestock breeding, vegetable and melon farming, industry, services, and tourism.

Under the program, certified seedlings will be planted on 5,000 hectares of old orchards and vineyards, 4,600 hectares of industrial plantations will be established, and high-yield, export-oriented crops will be grown on 10,000 hectares of household plots and leased land. The program also предусматривает renewing the breeds of 101,000 head of livestock, establishing five industrial microcenters and six large tourism complexes, creating recreational parks in each district center, and developing busy streets.

At the meeting, it was announced that 200 billion soums would be allocated this year to strengthen the infrastructure of “driver” projects. To develop industry, major investment projects worth a total of $2.7 billion are planned for implementation in 2026–2027. In this context, the need to make effective use of the region’s lead-zinc, tungsten, gold, and other non-metallic mineral deposits was emphasized.

During a presentation of an agricultural scientific and industrial park project in Zomin District, it was stated that plans include creating facilities to process corn and produce high-fructose syrup and allulose.

Measures will also be taken in the agricultural sector to purchase pedigree livestock, develop camel breeding, and reconstruct the “Jayilma” canal.

In addition, plans call for bringing 25,000 hectares of rain-fed and pasture land into use this year and developing a three-year program to improve the effective use of pastures.

The meeting also reviewed the tourism potential of Jizzakh Region. It was noted that the opportunities of the Aydar-Arnasay lake system, as well as the districts of Bakhmal, Forish, Zafarobod, Sharof Rashidov, and Gallaorol, are not being fully utilized.

This year, $30 million will be allocated for the construction of social facilities, roads, drinking water supply, sewerage, and power networks in mahallas, with an additional $10 million planned for next year. These funds will be used to build and renovate social facilities in 14 mahallas, 105 kilometers of roads connecting 28 remote mahallas, 50 kilometers of drinking water and power networks for residents of nine mahallas, and 65 kilometers of sewerage networks in 13 mahallas.

In the urban development sector, spatial planning and master plans will be developed for the districts of Bakhmal, Zafarobod, and Gallaorol.

Jizzakh city and Sharof Rashidov District will also be developed as a single agglomeration area. The master plan to be developed envisages the construction of a 10-kilometer ring road to reduce traffic congestion, the introduction of an integrated public transport system linking the city and district, and the relocation of organizations into a single administrative building.

At the conclusion of the meeting, officials were instructed to ensure that every project aimed at further developing the region is implemented in direct connection with increasing employment and improving living standards.
