Business project to replace planned “Toshturma” promenade

According to a 2018 government decree, the former No. 1 investigative detention center in Tashkent (“Toshturma”) was scheduled to be transformed into a public promenade. However, in 2020, the city administration transferred the three-hectare site to a private entrepreneur, Ecology, Environmental Protection, and Climate Change Minister’s Adviser Rasul Kusherboev reported.

According to sources, the land was officially granted to “Ogneupor” LLC for permanent use as compensation for another plot seized for the construction of “Yunusobod Business City.” The government directive to create the promenade was not implemented. Seven years later, no promenade has been built, and the site remains abandoned, prompting citizens to file complaints with the Senate.

“The city administration confirmed that the land intended for the promenade was handed over to an entrepreneur. Initially, the company planned to build an industrial facility, but later proposed a hotel or residential complex instead. However, construction is not permitted as the area is designated as a ‘conservation zone’ in the city’s master plan,” Kusherboev said.

For reference, the “Toshturma” detention center was relocated to Zangiota district in 2017, and the vacated site was intended to serve as a public promenade for residents.
