What did Uzbekistan and Pakistan agree on?

On February 5, following the first meeting of the High-Level Strategic Cooperation Council, President of the Republic of Uzbekistan Shavkat Mirziyoyev and Prime Minister of the Islamic Republic of Pakistan Shehbaz Sharif signed a Joint Declaration. This was reported by the press service of the Uzbek leader.

In the presence of the two leaders, a ceremony was held to exchange the following bilateral documents:

  • a cooperation program between the ministries of foreign affairs for 2026–2028;
  • an agreement on establishing the Uzbekistan–Pakistan Business Council;
  • an agreement on establishing the Uzbekistan–Pakistan Interregional Forum;
  • a protocol on adding a new list of goods to the Preferential Trade Agreement;
  • an agreement on cooperation in the provision of port services and discounts;
  • an agreement on cooperation in the field of mining and geology;
  • an agreement on cooperation in agriculture;
  • an agreement on cooperation in agricultural research and development;
  • an agreement on cooperation in the regulation of pharmaceutical products;
  • an agreement on cooperation in the textile and garment industry;
  • an agreement on cooperation in digital and information technologies;
  • an agreement on cooperation in the field of culture;
  • an agreement on the preservation, study, and promotion of the scientific, educational, cultural, and architectural heritage of the Great Mughal (Baburid) dynasty;
  • an agreement on cooperation in sports;
  • an agreement on cooperation in the field of radiation and nuclear safety;
  • an agreement on cooperation in ecology and natural disaster management;
  • an agreement on cooperation in emergency management;
  • an agreement on cooperation in combating corruption;
  • an agreement on cooperation in combating the illicit trafficking of narcotic drugs, psychotropic substances, new psychoactive substances, and their precursors;
  • an agreement on the transfer of convicted persons to continue serving their sentences;
  • a protocol on phytosanitary requirements for the export of freshly harvested apples, figs, lemons, and hot peppers from Uzbekistan to Pakistan;
  • a roadmap between the defense ministries of the two countries.

In addition, agreements were signed on establishing the Uzbekistan–Pakistan Expert Council, as well as cooperation agreements between the Ministry of Economy and Finance of Uzbekistan and Pakistan’s Small and Medium Enterprise Development Authority under the Ministry of Industries and Production; between the administrations of Termez and Peshawar; between the administrations of Samarkand and Islamabad; between the Institute for Strategic and Regional Studies under the President of Uzbekistan and the Islamabad Institute of Strategic Studies; and between Tashkent State University of Oriental Studies and the University of Peshawar.

Earlier, it was reported that President Mirziyoyev is currently paying a state visit to Pakistan. As part of the visit, he toured the headquarters of Global Industrial and Defence Solutions, met with Pakistan’s Chief of Army Staff and Supreme Commander of the Armed Forces, Field Marshal Asim Munir, and received Deputy Prime Minister and Minister of Foreign Affairs Ishaq Dar. A formal welcoming ceremony was held for the Uzbek president at the residence of the Prime Minister of Pakistan. In addition, Shavkat Mirziyoyev and Shehbaz Sharif held talks in a restricted format, convened the first meeting of the High-Level Strategic Cooperation Council, and attended a ceremony in Islamabad to name a street after Tashkent and a newly established park after Zahiriddin Muhammad Babur.
