Penalty points system for drivers to come into effect on June 1

The procedure for assessing traffic violations using a penalty points system in Uzbekistan will come into effect on June 1. This is stated in the resolution of the Cabinet of Ministers of the Republic of Uzbekistan, “On the Introduction of a System for Assessing Traffic Violations Based on Penalty Points,” adopted on May 6.
According to the resolution, penalty points will be calculated for drivers only based on fines issued by traffic police officers. The process will be automated through the E-jarima module and will operate without human intervention.
Penalty points will not be assigned for violations detected by automated photo and video recording devices. This measure will be considered once the capability to identify the driver at the time of a recorded violation is developed. The Ministry of Internal Affairs is expected to submit a report to the government on this matter.
As an incentive, drivers who have not violated traffic rules for 12 consecutive months will be exempt from receiving a penalty point for their first subsequent violation.
Furthermore, if a driver does not commit any additional violations for six months after being assigned a penalty point, two points will be deducted from their total.
If a driver accumulates 12 penalty points within 12 months, the relevant documents will be automatically forwarded to the court, and the driver will be notified via SMS. The court may then revoke the driver’s license for a period ranging from six months to three years.
It is worth recalling that on March 20, the government published a draft resolution titled “On the Introduction of a System for Assessing Traffic Violations Based on Penalty Points.” Public discussion of the resolution was scheduled to continue until April 4, and the system was initially set to be implemented on May 1. However, the Department of Public Security of the Ministry of Internal Affairs clarified that the regulatory document regarding the procedure was still being finalized. Consequently, the enforcement date was postponed.
Now, by government decree, the penalty points system will officially come into force on June 1.
