Penalty points issued to drivers over three months revealed

Between June and August of this year, 63,974 drivers in Uzbekistan received up to one penalty point, the Road Traffic Safety Service reported.

It is noted that since the introduction of the penalty point system on June 1 this year, over the course of three months, drivers received:

  • Up to 5 points – 4 drivers
  • Up to 4 points – 14 drivers
  • Up to 3 points – 129 drivers
  • Up to 2 points – 4,976 drivers
  • Up to 1 point – 63,974 drivers

At the same time, 9 million 325 thousand drivers did not receive any penalty points.

According to the data, more than 285,000 traffic violations were recorded between June and August 2024, while during the same period this year, 167,000 violations were registered. This indicates a 58 percent decrease compared to the corresponding period of last year.

It was also reported that in June–August 2024, drivers were responsible for 531 road accidents, whereas in 2025 this figure dropped to 338, a 36 percent decrease compared to the same period last year.

It is worth noting that the system of evaluating traffic violations based on penalty points came into effect in Uzbekistan on June 1 this year. This was stipulated in the resolution of the Cabinet of Ministers of the Republic of Uzbekistan, adopted on May 6, titled ’’on the introduction of a system for evaluating traffic violations based on penalty points.’’

According to the resolution, penalty points for drivers are calculated automatically through the E-jarima module, based solely on fines officially issued by traffic police officers, without human involvement.

Penalty points are not assigned for violations recorded by automated photo and video devices. This issue will be reviewed once the technology to identify the driver behind the wheel at the time of such violations is introduced. The Ministry of Internal Affairs is required to submit its conclusion on this matter to the government.

Additionally, drivers who do not commit traffic violations within 12 months will be rewarded: in the event of their first violation after this period, no penalty points will be applied.

If a driver receives penalty points but does not commit another violation within six months, two points will be deducted from their record.

If a driver accumulates 12 points within 12 months, the relevant documents will be automatically sent to the court without human involvement, and the driver will be notified via SMS. The court may then deprive such drivers of their license for a period ranging from six months to three years.
