Super-contract fees in universities to be set by rectors

This year, the amount of the differentiated tuition fee (super-contract) will be determined by the rectors (directors) of higher education institutions in Uzbekistan. This was reported by the Ministry of Higher Education, Science and Innovation.

According to the ministry, based on the relevant protocol of the State Commission on Admission to educational institutions of the Republic of Uzbekistan, starting from the 2025/2026 academic year, applicants who score 56.7 points or higher in entrance exams but are not recommended for enrollment may be admitted to bachelor’s programs under a differentiated tuition contract. In such cases, the amount of the contract will be independently set by the rector (director) of the higher education institution under the following procedure.

  • For applicants who fall short of the admission threshold by up to 4.05 points, the amount of the differentiated tuition fee will be determined in accordance with the regulations approved by the Cabinet of Ministers’ resolution of September 13, 2025, ’’On approving normative-legal documents regulating the admission process to higher education institutions.’’
  • For applicants whose scores are more than 4.05 points below the admission threshold, the amount of the differentiated tuition fee will be set independently by the rector (director) of the higher education institution. In such cases, the fee cannot be less than three times the basic tuition contract amount.

All higher education institutions must approve the minimum amounts of differentiated tuition fees for each bachelor’s degree program and form of study for the 2025/2026 academic year by September 25, 2025, and publish them on their official websites.

For applicants who wish to study under a differentiated tuition contract in the 2025/2026 academic year, it will be permitted to pay 50 percent of the annual tuition fee by October 31, 2025 (inclusive).

In addition, applicants who participated in the entrance exams and were recommended for admission under a state grant or a standard tuition contract in their second to fifth choice of bachelor’s degree program will be allowed, if they wish, to study in their first-choice bachelor’s program under a differentiated tuition contract. (This rule does not apply to those admitted under a targeted admission quota.)

Earlier, it was reported that the tuition fees for state higher education institutions in the 2025/2026 academic year would not be increased.
