ID cards in Uzbekistan to be issued with an electronic digital signature

Starting from February 1, citizens receiving an ID card for the first time will be provided with an electronic digital signature certificate free of charge. This provision is outlined in the resolution titled “On Measures to Elevate the Activities of Internal Affairs Bodies in the Field of Migration and Personalization to a Qualitatively New Level Through Digitalization,” adopted by President of Uzbekistan Shavkat Mirziyoyev on January 19.
According to the resolution, from February 1 onward, when Uzbek citizens apply for an ID card (national passport) for the first time, an electronic digital signature certificate will be embedded in the card’s chip at no cost. In addition, applicants will be automatically and free of charge registered as users of the “Electronic Government” system.
At the same time, starting from May 1, 2026, as a pilot project, one district (city) in each of Tashkent, Samarkand, and Fergana regions, as well as in the Republic of Karakalpakstan, will be selected to establish “Smart” migration service centers (Smart migration stations). These centers will operate on the basis of artificial intelligence and offer self-service options. A number of public services will be provided in an automated format, with the range of services to be expanded over time.
In addition, from May 1, migration units will be authorized to extend the visas of foreign citizens who entered Uzbekistan on the basis of an electronic visa for up to 30 days.
During 2026, the “Passport-visa” mobile application and the “E-Rozilik” platform will be launched, and a unified “Single Digital Migration” platform will be created.
What is an electronic digital signature?
Simply put, it is an electronic form of signing documents online. Previously, applications and documents had to be physically submitted to government offices and signed on paper. With an electronic digital signature, the signing process is carried out electronically, allowing many procedures to be completed remotely using a phone or computer without leaving home.
