As previously reported by QALAMPIR.UZ, a controversial and disturbing scene involving a staged hanging took place during a children's event at the "Magic City" amusement park in Tashkent. The incident sparked public outrage, and no organization has yet taken responsibility. In response, the Children's Ombudsman has formally appealed to the prosecutor's office regarding the matter.
Citing relevant legislation, the Ombudsman emphasized that any informational content that "incites children to engage in acts endangering their life or health, including self-harm, suicide, or the promotion of such behavior" is strictly prohibited for distribution among minors.
According to Article 19 of the Law “On the Protection of Children from Information Harmful to Their Health,” such content cannot be disseminated in public areas without specific administrative, organizational, software, hardware, and technical measures to protect children from exposure to harmful information.
"Children are not allowed to participate in the organization or conduct of entertainment events where information products inappropriate for their age group are presented," the Ombudsman stated in an official release.
Furthermore, paragraph 59 of the Rules for Holding Public Events, approved by Resolution No. 205 of the Cabinet of Ministers dated July 29, 2014, prohibits participants in public events from engaging in actions that threaten public safety, endanger lives and health, violate the procedure for organizing events, or incite such actions.
It is important to note that Article 4 of the Law “On Guarantees of the Rights of the Child” identifies the protection of children's life and health as a core principle of the state's child rights policy.
Taking into account these legal provisions, the Children's Ombudsman has requested an official explanation from the Magic City Directorate regarding the incident.
"The Children's Ombudsman has appealed to the prosecutor's office to determine whether there were any violations of the law in this case and to take appropriate legal action if necessary," the report stated.
The Ombudsman’s Office also announced that it will continue monitoring the situation and will provide further updates as more information becomes available.
