Digital profiles and pre-entry registration to be required for migrants

Beginning June 30, 2025, citizens of countries with which Russia maintains a visa-free regime will be required to submit an electronic application prior to entering the country. Those who fail to do so will be denied entry. This was reported by Irina Volk, an official representative of the Russian Ministry of Internal Affairs.

The requirement is part of the second phase of an ongoing pilot project aimed at testing new procedures for the entry and exit of foreign citizens and stateless persons into the Russian Federation. This phase is being implemented under Russian Government Resolution No. 1510, dated November 7, 2024.

From June 30 onward, foreign nationals—including legal representatives of minors or individuals deemed legally incapacitated—must complete an electronic application at least 72 hours before their intended arrival in Russia.

In cases of urgent need, such as emergency medical treatment, serious illness, or the death of a close relative, the application may be submitted no later than four hours before departure.

The electronic application must be completed exclusively via the RuID mobile application, which has been developed specifically for use by foreign nationals.

Authorities state that this initiative marks an important step in the country’s ongoing efforts to enhance control over migration flows.

Additionally, the digital profile created for each foreigner is expected to streamline access to various public services, including those related to migration. It will also allow users to check in advance whether they are subject to any entry restrictions.

The RuID app will further provide users with a digital record of their border crossings into and out of Russia.

It was previously announced that the digital profile system for migrants will officially launch on June 30.
