Mentally ill man in national guard uniform confronts citizens in Margilan (video)

Videos circulating on social media show a man wearing a National Guard uniform behaving rudely toward citizens in the city of Margilan, Fergana region. The regional National Guard Department has released a statement regarding the incident.
According to the department, the individual—identified as Z.Q., a resident of Mustakillik mahalla in Margilan—was seen speaking to passengers on various topics while wearing a uniform of the National Guard’s Protection Department. His actions were deemed to have discredited the agency.
Following an investigation, it was revealed that Z.Q. had been under long-term psychiatric care. A certificate issued by the Department of Mental and Neurological Diseases of the Margilan City Medical Association confirmed that he had been diagnosed with "serious behavioral disorders and mild mental retardation requiring education and treatment" since 1992. He was officially recognized as a lifelong Group 2 disabled person under the care of category “D.” His uniform and headgear were confiscated.
It is worth noting that a similar case was reported earlier in the Kashkadarya region, where an individual wearing an Internal Affairs uniform posed as a senior lieutenant and defrauded citizens of their money.
