Official: penalties introduced for unlawful processing of personal data using AI

Uzbekistan has introduced liability for the unlawful processing of personal data using artificial intelligence technologies. This is set out in amendments and additions to the Law “On Informatization,” adopted on January 21.
According to the document, the changes are aimed at:
- establishing the general legal framework for the use of artificial intelligence technologies;
- defining the powers of the authorized state body in this field.
Under the law, artificial intelligence is defined as a set of technological solutions that enable the imitation of human knowledge and skills, independent learning, decision-making, and the performance of specific tasks, producing results comparable to those of human intellectual activity.
The law explicitly states that decisions of legal significance affecting human rights and freedoms may not be based solely on conclusions generated by information systems operating exclusively on artificial intelligence technologies.
In addition, the unlawful processing of personal data using artificial intelligence technologies, as well as the dissemination of such data through mass media, telecommunication networks, or the internet, is now subject to administrative liability.
Such violations may result in the confiscation of the tools used to commit the offense and the imposition of fines ranging from 50 to 100 times the base calculation amount, amounting to up to 41.2 million sums.
The law enters into force on the date of its official publication.
It is worth noting that earlier it was reported that Uzbekistan ranked 141st out of 147 countries in terms of artificial intelligence usage in 2025, with only 6.3 percent of the population using neural network technologies.
