Health Ministry employees’ suitability for their positions to be assessed

Uzbekistan will assess the suitability of employees within the Ministry of Health system for their positions. This is outlined in the presidential decree “On Measures to Improve Management Efficiency in the Healthcare System,” signed on May 5.
According to the decree, by the end of 2026, the qualifications of employees of the Ministry of Health’s central office and its regional divisions will be assessed in relation to the positions they hold. Based on the results of the assessment and in accordance with labor legislation, measures will be taken to ensure employees’ suitability for their positions, including retaining them in their posts, rotating them, retraining them or terminating their employment contracts in the prescribed manner.
Under the decree, the Agency for Management Efficiency, together with the Ministry of Health, will approve within three months the procedure for assessing the qualifications of employees of the ministry’s central office, the Ministry of Health of the Republic of Karakalpakstan, and regional and Tashkent city health departments in relation to the positions they hold.
At the same time, starting in 2027, heads of national and regional inpatient medical institutions under the Ministry of Health will be appointed under the following conditions:
- employment contracts will be concluded for a period of up to five years;
- after appointment, they must develop a development program, or business plan, for the medical institution within six months and defend it at the Ministry of Health;
- they must undergo advanced training in medical management and financial management within one year;
- they will not be allowed to engage in medical practice, although in special cases the health minister may permit medical activity for scientific and practical purposes;
- their performance will be assessed based on key performance indicators, including the quality of medical services, financial discipline, management efficiency, digitalization, personnel policy and other indicators. If the established targets are not met, their employment contracts will be terminated early.
Earlier, it was reported that the leadership of the Ministry of Health had been almost completely replaced. In particular, Asilbek Anvarovich Khudayarov was dismissed as Minister of Health. He was replaced by Eldor Erkinovich Odilov, who had been serving as head of a division at the Department of Legal Expertise and Comprehensive Analysis of the Presidential Administration of Uzbekistan.
