In Uzbekistan, 307 students from 102 higher education institutions committed crimes in the first six months of 2025. This was announced on September 5 at the 10th plenary session of the Senate.

It was noted that in 2024, a total of 761 crimes were committed with the participation of university students. In 2025, during the first half of the year, 307 students from 102 higher education institutions were involved in crimes. The main offenses included traffic accidents, theft, bodily harm, hooliganism, and fraud. By region, most crimes occurred in Tashkent city, Tashkent region, Bukhara, Namangan, Andijan, Samarkand, Fergana, and Surkhandarya.

Among higher education institutions, the highest number of crimes were committed by students of Tashkent State Transport University, the National University of Uzbekistan, Tashkent State Technical University, Tashkent University of Information Technologies, and Tashkent State University of Economics.

It was emphasized that due to the lack of systematic oversight of the educational process and insufficient monitoring of class attendance in some higher education institutions, a number of crimes were committed by students during class hours, between 08:00 and 16:00.

In addition, although Cabinet of Ministers Resolution No. 563 of September 9, 2021, “On measures to increase the level of student accommodation in higher education institutions of the Republic” introduced a procedure for assigning tutors, some universities have failed to comply with this requirement. Oversight of student entry and exit from dormitories, their residence, and overnight stays was also found to be inadequate.

Furthermore, several criminal cases have been initiated against employees in the sector for corruption. Senators criticized this situation, noting that it has led to growing public discontent and a sharp rise in the number of citizens’ complaints about injustices.

At the end of the discussion, senators decided to send a parliamentary request to Minister of Higher Education, Science and Innovation Kungratboy Sharipov to step up measures aimed at preventing student crime.
