Uzbekistan has been recognized as one of the safest countries in the world, ranking 90th in terms of terrorism threat, according to the 2025 Global Terrorism Index published by the Institute for Economics and Peace in Australia.
In terms of safety, Uzbekistan has outperformed several Western countries, including the United States, Canada, the United Kingdom, France, Germany, and Spain, as well as Russia, China, Tajikistan, the United Arab Emirates, and Turkey. Turkmenistan, Kazakhstan, and Kyrgyzstan jointly ranked 100th.

The report notes a negative global trend, with the number of countries experiencing terrorist attacks rising from 58 to 66 during the reporting period. Attacks in Western countries increased by 63 percent. For the first time in over five years, countries such as Sweden, Australia, Finland, the Netherlands, Denmark, and Switzerland recorded terrorist attacks.
Germany recorded the worst figures in Europe, ranking 27th after an attack at a Magdeburg fair. The ten most dangerous countries included Burkina Faso, Pakistan, Syria, and Israel.
It is worth noting that earlier, Uzbekistan scored 0.50 in the 2025 Rule of Law Index, ranking 81st among 143 countries. The rankings were based on eight criteria: limitations on government powers, absence of corruption, government transparency, protection of fundamental rights, law enforcement and security, rule of law, civil justice, and criminal justice.
