Did an ambulance in Tashkent abandon a man having a heart attack?

Reports have circulated on social media claiming that an ambulance crew in Tashkent refused to transport a man who was lying on the street after suffering a heart attack. The Republican Center for Emergency Medical Services has issued a statement regarding the incident.
According to the official report, on May 31 of this year at 12:31 p.m., the 103 emergency service received a call for medical assistance concerning a patient lying in front of the metro depot at the intersection of Boysun and Baku streets in Yashnabad district.
The medical team arrived at the scene at 12:51 p.m., within 15 minutes of the call. Upon examination, the patient—identified as M.A., born in 1962—was found to be slightly intoxicated.
As all other vital signs were reportedly normal, the individual was handed over to the police, and the medical team proceeded to their next emergency call.
“Currently, M.A. has been transferred to the intensive care unit,” the official statement noted.
It is worth recalling that earlier this year, social media users reported a separate incident in which a Tashkent ambulance team transported a patient between several hospitals over the course of four hours, ultimately leaving him in the hallway of a residential building. In response, the Republican Emergency Medical Center stated that the patient had been receiving scheduled treatment at the Tashkent branch of the Republican Specialized Scientific and Practical Medical Center for Oncology and Radiology.
