Man jailed for sexually harassing woman in tunnel

Earlier reports stated that a man who committed indecent acts against a 29-year-old woman on Lutfiy Street in Tashkent’s Uchtepa district and then fled the scene had been detained. On January 7, the case was heard in court, and the man was sentenced to 15 days of administrative arrest. QALAMPIR.UZ reviewed the court ruling.
According to the decision, the case was considered on January 7, 2026, by the Uchtepa District Criminal Court. During the hearing, the defendant partially admitted his guilt. It was established that on January 6, 2026, citizen A.N., while intoxicated, exposed himself in front of L.Q. near a bus stop on Lutfiy Street in the 23rd residential area of Uchtepa district and committed acts of sexual harassment. He then repeated these actions in the nearby underground pedestrian tunnel, again harassing L.Q. as she was passing through.
Despite being officially summoned by internal affairs officers on January 7 to undergo preliminary inquiry procedures related to the offense, A.N. failed to appear at the department.
At the court hearing, the offender partially admitted his guilt, stated that he had consumed alcohol and was intoxicated at the time of the incident, and asked the court for leniency.
The victim testified that she was severely frightened by the man’s indecent behavior and sought refuge in a nearby clothing store, where she remained for approximately 30 minutes. She further stated that when she later entered the underground passage, the man again harassed her and prevented her from leaving. The victim requested that the court impose the harshest possible punishment on A.N.
The court rejected the defendant’s request for leniency, citing reports from internal affairs officers, the victim’s complaint, written explanations, witness statements, and other evidence.
Under the ruling, A.N. was found guilty of committing offenses предусмотренные under Article 183 (petty hooliganism), Article 41-1, Part 1 (sexual harassment), and Article 194, Part 1 (failure to comply with the lawful demands of internal affairs officers) of the Code of Administrative Responsibility of the Republic of Uzbekistan. In accordance with Article 34 of the Code (imposition of administrative penalties for multiple offenses), the court imposed a final sentence of 15 days of administrative arrest, effective from January 7. In addition, 927,000 soums were recovered from A.N. in favor of the Tashkent City Main Department of Internal Affairs Special Detention Facility.
It is worth noting that earlier, in Tashkent’s Sergeli district, a young man born in 2007 was sentenced to five days of administrative arrest for committing sexual acts against a girl unknown to him.
