What agreements did Uzbekistan and Turkmenistan reach?

On 17 November, following productive talks in Tashkent, President Shavkat Mirziyoyev of Uzbekistan and President Serdar Berdymukhamedov of Turkmenistan signed a Joint Statement.
In the presence of both leaders, the following bilateral documents were exchanged:
- Agreement on the operation of the Uzbekistan–Turkmenistan border trade zone
- Agreement on cooperation in healthcare and medical science
- Agreement on further developing cooperation in agriculture
- Protocol on amendments to the intergovernmental agreement on preventing and mitigating emergency situations
- Protocol on amendments to the intergovernmental agreement on international passenger and freight transportation by road
- Cooperation program between the Ministries of Justice for 2026–2027
- Cooperation program in the field of culture for 2026–2027
- Memorandum on cooperation in the supply of railway wagons for transporting petroleum products and liquid chemical cargo
- Memorandum of understanding on biological safety
- Memorandum between the Institute for Strategic and Regional Studies under the President of Uzbekistan and the Institute of International Relations of the Turkmen Ministry of Foreign Affairs on establishing an Uzbekistan–Turkmenistan Expert Council
- Memorandum on cooperation between the Institute of Legislation and Legal Policy under the President of Uzbekistan and the Turkmen State Institute of Law and Democracy
- Roadmap for cooperation in forestry for 2026–2030
- Agreements on trade, economic, scientific-technical, and cultural-humanitarian cooperation between:
– Surkhandarya and Kashkadarya regions and Lebap province
– Tashkent region and Ahal province
– The Council of Ministers of Karakalpakstan and Dashoguz province
As reported earlier, President Serdar Berdymukhamedov arrived in Tashkent on 16 November for a state visit. He took part in the Seventh Consultative Meeting of Central Asian Leaders at the International Congress Center.
Today, after a joint photo session at the Kuksaroy residence, the two presidents held one-on-one talks, followed by expanded negotiations with both delegations. The leaders also attended the launch ceremony of the “Shovot–Toshhovuz” joint border trade zone.
Additionally, at Kuksaroy, President Berdymukhamedov received Uzbekistan’s highest state honor — the “Order of High-Level Friendship.”
